Plan Romero 2026, which will run until May 28, aims to prevent risks and address any emergencies during the passage of the brotherhoods to the village of Almonte. The provincial advisory committee meeting, chaired by the delegate of the Government of the Junta de Andalucía in Seville, confirmed that all preparations are ready for the 42nd edition of this operation.
This year, the Andalusian coordination and security operation will involve more than 7,000 personnel from various administrations, under the slogan “Plan Romero 2026: a safer path, always with you.” The operation is directed by the Andalusian Emergency Agency (EMA) and organized under the framework of the Andalusian Civil Protection Territorial Emergency Plan.
One of the novelties is the full operational status of the Integrated Operational Coordination Center (Cecopi), inaugurated on March 10, which will serve as the nerve center for coordinating the entire deployment. Additionally, the Advanced Command Post (PMA) in Villamanrique de la Condesa will be activated to control the passage of brotherhoods through the Vado de Quema, a crucial point on the provincial routes.
In terms of technology, a qualitative leap has been made with the generation of a new high-precision orthophoto of the village, carried out by the GREA, which will improve operational planning. The goal is to develop a digital twin of the village to anticipate risks and optimize response. The operation also incorporates communication enhancements, thermal camera drones, capacity control systems, and advanced cartographic tools.
The Infoca will deploy a specific operation adapted to the medium forest fire risk season during the pilgrimage, with up to seven daily aerial assets and over 30 ground units, especially in the Doñana area. The strategy focuses on anticipation, permanent surveillance, and immediate response capability to protect pilgrims and preserve the unique natural environment.
