Electoral Board Warns Andalusian Government on Political Neutrality in Pre-Campaign
The body partially upheld several complaints from Por Andalucía, urging councilors to exercise caution and remove publications.

The Electoral Board of Andalusia has issued a ruling on several complaints filed by the Por Andalucía coalition, partially upholding four of them and warning the Andalusian Government about the need to maintain political neutrality during the electoral pre-campaign period.
The electoral body concluded that certain activities, such as the so-called technical visits by councilors and their publications on the social network X, contravene the principle of political neutrality established in Article 50 of the Organic Law on the General Electoral Regime (LOREG). This regulation governs the conduct of public authorities during electoral periods.
Among the cases examined, the Electoral Board has urged the Minister of Public Works, Rocío Díaz, to refrain from similar future actions, such as her visit to the works of the reserved platform of Aljarafe Norte in Sevilla and an event related to the Granada metro. She has been required to exercise extreme caution to ensure respect for the principle of neutrality.
Similarly, the Minister of Equality, Loles López, received a similar request for a publication on X about the future Fundamar-La Palmera Residential Center. More emphatically, the Electoral Board ordered Minister Carmen Castillo to remove a publication from her official X profile after visiting the CEIP Bernardo Barco in Sevilla, which included a video with her statements, arguing that maintaining such content would imply mobilizing public resources for an activity that violates neutrality.
On the other hand, the Electoral Board dismissed several complaints filed by Por Andalucía against the President of the Junta and candidate for re-election for the PP-A, Juanma Moreno. These complaints included public assessments of Holy Week celebrations, a publication about the bullfight on Easter Sunday in Sevilla, and statements made during the Meridiana Awards 2026 gala.
The JEA argued that the activities related to Holy Week were not financed or organized by public authorities, and that Moreno's statements were generic and did not contain an express request for votes or advertising of government achievements. Regarding bullfighting, it was considered a generic statement of intent without electoral connotations. The expressions at the Meridiana Awards were framed within the recognition of constitutional principles and were not considered partisan.
