The Provincial Education Union of CCOO Huelva has denounced the predicted overcrowding in the 2nd grade of CEIP Padre Jesús in Ayamonte for the 2026/2027 academic year, demanding the Territorial Delegation of Educational Development create a third classroom.

The school's educational community has informed the union that the two projected classrooms for this level would enroll a total of 56 students, exceeding even the exceptional 10% limit allowed. The situation is exacerbated by a high concentration of students with educational needs and learning difficulties.
Specifically, the grade is expected to include repeating students with specific educational support needs, students with special educational needs, minors with other AENE (Additional Educational Needs), and students currently requiring reinforcement programs. Approximately 21 children would need specific or reinforced attention, making a reorganization of groups essential.
CCOO Enseñanza Huelva believes that maintaining only two classrooms under these conditions compromises educational quality, hinders the real inclusion of students, and increases the workload for teachers to an unsustainable level. The union emphasizes that inclusive public education requires "sufficient resources, reasonable ratios, and organizational measures" to provide individualized attention to each student.

"The Delegation cannot look the other way in a situation that directly affects students' right to receive quality education on equal terms."

Rocío Lobo · General Secretary of the Provincial Education Union of CCOO Huelva
The union's general secretary, Rocío Lobo, warns that the Administration must adopt real measures when faced with a high concentration of students with specific educational support needs, rather than partial solutions.
CCOO recalls that exceptional ratio increases should not become a regular practice or be used to cover foreseeable situations, such as student repetition, which must be planned in advance. They add that sending a support teacher does not substitute the need for an additional classroom when classes are already overcrowded.
Therefore, the union demands the immediate creation of a third 2nd-grade Primary classroom at CEIP Padre Jesús in Ayamonte for the 2026/2027 academic year. This measure would allow for reduced class sizes, balanced distribution of students with educational needs, more individualized attention, and the guarantee of quality public education.
CCOO Huelva expresses its support for the school's educational community, the AMPA (Parents' Association), and the Educational Guidance Team in this demand, which they describe as "fair, reasonable, and necessary."
