Félix Romero, from the Popular Party, has taken over the presidency of the Mancomunidad of Municipalities of Costa del Sol Occidental. His term, which will last for one year until the municipal elections in 2027, will be combined with his responsibilities as Councillor for Finance in the Marbella City Council. The departure of Manuel Cardeña, the previous president, follows his election as a member of the Andalusian Parliament.
Romero expressed his enthusiasm and sense of responsibility for this new phase, highlighting his extensive career of over 25 years as a civil servant within the institution. He emphasized the vital importance of waste management and the integral water cycle in the Costa del Sol Occidental, as well as the need to approach the work with humility and based on established plans.
“"The problem we have to fight is to ensure there are no losses in the network."
Regarding the combination of his roles, Romero stressed a team-based approach, trusting the teams formed in Marbella's Finance department. He believes that the continuity of projects initiated by his predecessor, Manuel Cardeña, will be key during his one-year term.
The main priorities for this period include the presentation of this year's budgets and the preparation of next year's, as well as the implementation of the Mancomunados Investment Plans (PIM). These plans involve investments in local infrastructure financed by the Mancomunidad, considered an essential part of the social pact.
The budget is almost finalized and is expected to be approved in July, along with the budgetary allocation for the PIM. The execution of these plans had been delayed due to the need to address the implementation of the Circular Economy Law and the improvements and additional costs imposed by this law, as well as the completion of projects such as the Casares Environmental Complex and the clean points.
Pending projects include improvements at the Casares treatment plant, the application of new costs and approaches for waste management, and works for greater efficiency. A modification of the tariff system and the complete digitalization of the water system are also contemplated.
Regarding the cogeneration plant, Romero indicated that it is in the proposal and design phase, requiring dialogue with the Junta de Andalucía and the Mancomunidad's municipalities. The objective is waste valorization, converting it into electrical energy, which could lead to a reduction in costs for citizens and waste fees.
Concerning water supply, after recent rains, reserves are considered guaranteed for two years or more. Pipe renovation works are underway, such as the Water Highway towards Benalmádena, aiming to eliminate network losses and incorporate new measurement and interconnection technologies.
The Mancomunidad positions itself as a support to the municipalities in terms of tourism promotion, and regarding municipal cooperation, it is emphasized that the institution is an instrument of the eleven municipalities that compose it, regardless of their size or political affiliation.
The primary demand from the municipalities focuses on the management of the integral water cycle and waste treatment. Regarding the initiative to connect the Costa del Sol by boat, it is considered an interesting project with tourism value, which should be taken up by the competent entity if a viable alternative is found.
Romero concluded by reflecting on his political career, highlighting his focus on public service and the importance of teamwork, mentioning Ángeles Muñoz as a figure who has taught him the value of service.
