The primary objective of this protocol, in effect until September 30th, is to mitigate the adverse health effects of heat on the population, with particular attention to the most exposed groups. In the province of Córdoba, the delegate for Health, María Jesús Botella, stated that approximately 152,000 people will be closely monitored through Primary Care.
Groups considered at special risk include individuals over 65 years old, especially those living alone, people on multiple medications whose treatments might be adversely affected by heat, children under four, pregnant women, individuals with memory problems or dementia, excessive alcohol consumers, and the homeless or those with limited resources.
Before initiating this intensive monitoring, healthcare professionals will conduct a comprehensive patient assessment, as explained by Santiago Cruz, nursing coordinator at Santa Rosa. This multidisciplinary evaluation, encompassing medicine, pediatrics, and midwifery, aims to identify the specific needs of each individual to minimize the impact of heatwaves.
Cruz highlighted two key points: the diminishing sensitivity to hydration needs in the elderly and the necessity of assistance for those without air conditioning at home. The protocol includes relocating the latter to air-conditioned areas with care, with informed consent, thanks to the collaboration of social workers.
The plan involves over 100 training and prevention activities across the province, such as workshops for caregivers and informational sessions in nursing homes and day centers. Emphasis is placed on the active identification of fragile patients through phone calls and home visits, leveraging nurses' close knowledge of their patient 'cupo' and support from home care staff.
Botella called for a neighborhood support network, urging the strengthening of community relationships to watch over individuals living alone. Cruz agreed on the importance of this mutual care network, particularly in areas like Santa Rosa, although he acknowledged its greater difficulty in urban settings.
