The mayor sent a letter to the minister, three months after the initial request, aiming to ensure the proper monitoring, evaluation, and fulfillment of commitments made by the City Council of Chiclana and the Regional Government of Andalusia.
The meeting would allow for an analysis of the agreement's execution status and address issues arising from the 'hourly debit' concept, a situation that has led to staff mobilization and is recognized in the collective agreement.
Eliminating this concept would increase the City Council's annual deficit by €2,546,799, bringing the total annual cost of the service to nearly €3.5 million out of the €9.5 million total, despite the service being exclusively the responsibility of the Regional Government of Andalusia.
Román recalls that the City Council has made efforts to improve workers' conditions by municipalizing the service and adding supplements. However, current demands exceed the financial capacity of the municipal company EMSISA, jeopardizing its viability, as the current deficit of nearly one million euros would approach four million.
The mayor emphasizes that the agreement is based on cooperation and coordination between both administrations. Given the lack of response from the minister to the letter sent nearly three months ago, he deems the urgent convening of the committee necessary to present the 'hourly debit' issue and receive guidance on how to proceed, as EMSISA operates based on the Junta's financial contribution and cannot assume such an increase.
