The local government board has approved the regulatory bases that will govern the award procedure. The market will be held on Avenida de El Limón, where it has been located since 2018 due to works at the fairgrounds, its previous site.
The Councilor for Citizen Security and Public Highway, Francisco José Sánchez, explained that the objective is to “revitalize and bring life” to street vending, as many stalls have closed due to retirement or other circumstances. "There is space for both new vendors and those who wish to continue," he indicated, adding that affected parties have been personally informed.
The bases, which will be published in the Official Gazette of the Province, will consider criteria such as demonstrated experience in the sector, social factors (difficulties accessing the labor market, dependents, family members with disabilities), availability of removable facilities, consumer dispute resolution, registration in official street vending registries, and capital allocated to investments.
The file includes the delimitation plan of the proposed location, the distribution of stalls, and the emergency evacuation corridor. The weekly market must be coordinated with the ordinary activity of the sports pavilion and the residential and road uses of the surrounding area. The report advises remaining on Avenida de El Limón to "maintain the continuity of the commercial service, take advantage of an already established organization, and free up the fairgrounds".
The new authorization will be for a period of 15 years, extendable for an identical term once upon request, to ensure stallholders can amortize investments and achieve equitable remuneration. The authorization will be transferable, with prior notification to the City Council, without affecting its validity period, and subject to compliance with exercise requirements and other obligations. Authorizations may be revoked by the City Council for serious or very serious infringements, as established by Article 15 of the Street Vending Law.
