Junta requests provisional solutions for AP-4 due to fears of a decade-long wait for third lane

Minister Muñoz-Atanet believes the road offers room for maneuver for temporary measures while the expansion project is developed.

The Regional Government of Andalusia is calling for "provisional solutions" for the AP-4 highway, connecting Cádiz and Seville, due to concerns that the execution of its reform, including a third lane, could take "a decade".

The Minister of Public Works and Mobility, Mario Muñoz-Atanet, has expressed concern over the execution timelines for the third lane project on the AP-4, specifically the section between Dos Hermanas and Las Cabezas de San Juan (Seville). According to his estimates, the complete transformation of the road could take "a decade", leading to "congestion problems", particularly during the summer months.
Muñoz-Atanet advocates for "provisional solutions", arguing that the highway features "wide lanes and wide shoulders", suggesting room for temporary interventions. He noted that the project's design phase alone is expected to take approximately "36 months".
The minister also pointed out that the connection to the A471, which links the highway to towns on the northwestern coast of Cádiz such as Sanlúcar de Barrameda or Chipiona, "is part of the problem" and that its modification falls under the responsibility of the Ministry of Transport.
Muñoz-Atanet confirmed that he conveyed these proposals for provisional measures to the Secretary of State for Transport, José Antonio Santano, and expressed his willingness to "explain it to him again". He cited the access to the Malaga Technology Park (PTA) as an example of the viability of these temporary solutions, where a HOV BUS lane platform and other resources were implemented to alleviate traffic jams.
The Official State Gazette (BOE) published on July 23rd the announcement from the State Road Authority in Western Andalusia to submit the technical document for the third lane project on the AP-4, along with its Environmental Impact Study, for public information. The document is open for contributions for 30 business days, and an report will be requested from the Guadalquivir Hydrographic Confederation (CHG).
