Seville Transforms 55,000 m² of Offices into Courts, Classrooms, and Housing

The city of Seville has undergone a significant transformation over the last decade, repurposing more than 55,000 square meters of office space into new uses such as judicial headquarters, educational centers, and residential blocks.

This urban metamorphosis has emptied some of the city's most emblematic buildings of their office functions. According to a recent report by the consultancy Inerzia, just three of the largest properties that have left the office stock in the last ten years account for a total of 55,603 square meters. These complexes, including Palmas Altas, Ceade, and Rubén Darío I and II, have abandoned their corporate role to adapt to the city's new demands.
These changes reflect a broader trend that has led the Sevillian capital to lose a net area of 143,553 square meters of office space since 2016. Data indicates that the stock has decreased from 1.35 million square meters to just over 1.21 million by the end of 2025, representing an average annual reduction of nearly 16,000 square meters.
The repurposing of these large complexes has been diverse. The former technology center of Palmas Altas, spanning 32,114 square meters, has been transformed into the City of Justice. Meanwhile, the Ceade property, located in La Cartuja and covering 12,933 square meters, has shifted from corporate leasing to becoming an educational asset, adding to another 17,000 square meters in the Cartuja area dedicated to university or training uses.
In the Los Remedios neighborhood, the Rubén Darío I and II building complex, totaling 10,556 square meters, leads the conversion towards residential use. In this area, where office space has dropped by 26.9%, the market has found greater profitability by transforming offices into homes.
The city center is the epicenter of this structural change, with the Casco Antiguo (Old Town) experiencing a “structural deterioration” and a 41.1% drop in its office inventory over a decade. The conversion to tourist and hotel accommodation is a key factor, with 31,320 square meters allocated to this purpose, displacing business use. However, there is also a growth in mixed-use developments, combining housing, apartments, and small service premises, totaling 25,108 square meters in the district.
