Montero Pledges 100,000 Homes in Andalusia Amidst Doubts on Sánchez's Policies

The PSOE candidate for the Presidency of the Junta de Andalucía, María Jesús Montero, has pledged to build 100,000 homes in the region over the next six years, an announcement that sparks debate regarding the effectiveness of the Central Government's housing policies.

Montero's proposal, reiterated at an event in Casares (Málaga), is part of her agenda to defend “public services,” although healthcare remains her top priority. This commitment echoes a similar message delivered earlier in Dos Hermanas, a Sevillian municipality known for its real estate development, during a forum on the right to housing.
However, these electoral promises from the Andalusian socialist leader stand in stark contrast to the outcomes of the housing policies implemented by Pedro Sánchez's Government, of which Montero was a part. Since Sánchez took office in La Moncloa in June 2018, 261,000 homes have been promised across Spain, yet the most optimistic estimates suggest only about 18,000 have been delivered, a figure significantly lower than the 100,000 Montero aims to build in Andalusia alone.
In contrast, the Junta de Andalucía, under the Moreno Government, has initiated the development of 15,141 accessible properties during its first term (2019-2022) and the current one. Of these, 8,743 were activated in the first term, quadrupling the average of the two previous legislative periods.
To address housing access issues, Andalusia approved its Housing Law in late January, which María Jesús Montero has expressed her intention to repeal. This regulation is built on four pillars: increasing the supply of social housing (VPO) and rehabilitation, facilitating land availability, reducing bureaucracy for residential projects, and strengthening legal security for property owners against illegal occupation.

Minister Rocío Díaz, a key architect of the Andalusian law, has urged the Central Government to approve a State Housing Plan and a National Anti-Occupation Law, as well as to repeal the current state Housing Law, which, according to her, has reduced supply and driven up prices.
The real estate sector in Andalusia shows strong momentum, with housing construction and public works tenders positioning the region as the main driver of growth for the ready-mix concrete sector in Spain during 2025. With a 27% increase in the annual accumulated total, well above the national average, Andalusia achieved a production of 5.32 million cubic meters, leading the country in volume. Málaga and Sevilla concentrate the largest production volumes, followed by Cádiz, Granada, and Almería.
