Emvisesa Launches 32 Social Housing Units for Rent in Seville from 400 Euros

Seville's municipal housing company opens a call for applications to allocate 32 protected flats with monthly rents between 400 and 490 euros.

The Municipal Housing Company of Seville (Emvisesa) has initiated a public call for applications for the allocation of 32 protected homes for rent, with monthly prices starting from 400 euros, to be assigned through a public lottery.

These developments are part of the Andalusia Housing, Rehabilitation and Urban Regeneration Live Plan Program 2020-2030, under the general regime. The homes are intended for family units whose income does not exceed 4 times the IPREM for Torre Augusta and 3.5 times the IPREM for Torre Rosario.
The call includes a total of 32 homes distributed across two developments. The Residencial Torre Augusta (RP-1) offers 16 properties, four with two bedrooms and twelve with three, including one adapted for people with reduced mobility. The Residencial Torre Rosario (RP-2) also has 16 homes, all with three bedrooms, and one of them adapted.
Monthly rents comply with current regulations. Two-bedroom homes will have a rent of 400 euros, while three-bedroom homes will be 490 euros. An additional 75 euros for a parking space and 25 euros for a storage room may be added, bringing the total monthly amount to between 425 and 590 euros.
Access to these homes will be through a public lottery. It is not mandatory to be registered in the Municipal Register of Applicants at the time of application, but it will be essential before formalizing the rental contract. The procedure is governed by the regulations approved on October 17, 2024.
The 32 homes will be distributed among various quotas: two for people with reduced mobility, one for victims of gender violence with active protection measures, two for families with dependent minors considered to be in special need, 18 reserved for young people under 40 years old, and 9 for the general quota.
To qualify for a home, applicants must demonstrate sufficient economic capacity, ensuring that the rent does not exceed 30% of the family unit's income. Three independent lotteries will be held before a public notary: one for the home for victims of gender violence, another for the two adapted homes, and a third for the remaining properties.
Applications must be submitted exclusively through the web form provided by Emvisesa. The application period begins on April 9, 2026, and ends on April 16, 2026, at 2:00 PM. The order of registration does not influence the allocation.
The process timeline includes the publication of provisional lists on April 20, the end of the claims period on April 23, definitive lists on April 29, and the lottery draw on April 30.
Preference will be given to those with an accredited connection to the city of Seville, valuing residency in the municipality for at least two years, having resided there for at least five years in previous periods, or having worked professionally in the city for the last three years. Additionally, applicants must not have been convicted of crimes related to illegal occupation or damage to protected housing.
