This initiative is part of the government team's strategy to enhance parking in the city, focusing on creating more spaces and ensuring access for residents, particularly during periods of high visitor numbers.
This new parking facility joins the existing one at Campo del Cura. Additionally, new regulated parking zones have been implemented, which will be rolled out in two phases: the first this July, and the second starting January 1, 2027, when a reduction in fees is expected following an amendment to the fiscal ordinance.
The Councilor for Mobility, José Manuel Verdulla, explained that these measures address the need to optimize the parking system in Cádiz, given the limited space and in response to neighborhood requests.
Green and orange zone spaces, designated for residents, will be distributed across four main areas: Casco Histórico (Old Town), Extramuros, Interdistritos (for Bahía Blanca and the Santa María neighborhood), and Paseo Marítimo (Promenade). Streets perpendicular to the Paseo Marítimo, in its pedestrianized section, will become exclusive green zones for residents of that specific area.
Specifically, the Casco Histórico will have 642 green, 1,063 orange, and 512 blue spaces. Extramuros will offer 4,458 green, 2,122 orange, and 386 blue spaces. Interdistritos will have 529 orange and 41 green spaces, while the streets perpendicular to the Paseo Marítimo will add 60 green spaces.
The green zone will operate 24 hours a day, 365 days a year. The orange zone will be active from Monday to Saturday, 9 AM to 9 PM. The blue zone will have three formats: weekday mornings, split shifts, or continuous operation from Monday to Saturday.
A new feature is that holders of the green card will also be able to park in the orange zone at no extra cost. However, they will have to pay the corresponding rate if they park in a blue zone. Blue zones will remain for rotation parking, and free, unregulated zones will be maintained in all neighborhoods except the old town.
Emasa has processed 1,227 cards to date, most through its website, after resolving initial technical issues caused by high demand.
The second phase, scheduled for January 1, 2027, will introduce lower fees: the green card will decrease from 70.40 to 50 euros annually; the orange zone from 1.20 to 1 euro per hour; the blue zone will remain at 1 euro per hour; and the freelancer card will drop from 90 to 60 euros per month.
Verdulla reiterated that the goal is to improve parking conditions and benefit residents, especially during peak visitor periods.
