The Barrio Quarto project in Seville, promoted by the Provincial Council, is emerging as Andalusia's most significant public urban development, aiming to begin urbanization works in 2027.

Barrio Quarto, located in a "privileged area of Seville," is projected as Andalusia's most relevant public urban development. According to Javier Fernández, president of the Provincial Council, the entity promoting it through Sevilla Activa, the project covers 1.5 million square meters and aims to be a showcase for sustainable, environmental, social, and economic urbanism from the public sector.
The initiative prioritizes residential supply, allocating 50% of the homes to be public and affordable, aimed at young people and vulnerable families. A portion for free-market rent is also considered to balance urbanization costs. The Provincial Council president highlighted that this "very exciting" project faces greater demands than the private sector.
The Provincial Council is in discussions with the Hermandad de Valme, the Agrupación Deportiva Bellavista, and local cooperatives to integrate the project into the surroundings and ensure it is seen as an opportunity for Bellavista, while respecting the environment. Half of the land will be designated as green space, protecting the Guadaíra hillside and eliminating economic speculation.
Fernández expressed his incomprehension regarding administrative hurdles, considering the Seville City Council a key stakeholder in its success. It is expected that significant progress will be made in urban and environmental processing before the middle of next year, with the goal of starting urbanization works by the end of 2027.
The Provincial Council's Sevilla 2030 plan also prioritizes housing, aiming to build between 1,200 and 1,400 public homes for sale (at €115,000) and rent (at €350 per month) in nearly 30 municipalities. Fernández stressed the need for public administrations to collaborate in addressing the housing access problem, especially for young people and vulnerable groups, and noted that the Regional Government of Andalusia has clear competencies in public housing construction.
