CaixaForum Málaga Construction Begins Amid Parking Controversy

The start of logistical work at the Manuel Azaña site eliminates over 300 parking spaces, sparking local protests and political criticism.

Preliminary construction for the future CaixaForum Málaga has commenced on the Manuel Azaña plot, marking the beginning of a key cultural project, but also generating significant conflict due to the elimination of over 300 parking spaces without a clear alternative.

As of April 13, the plot designated for CaixaForum Málaga, located opposite the Provincial Police Station, has ceased to function as a parking area. This change is due to the start of the cultural project's preliminary phase, which involves logistical implementation and site preparation for future construction.
Although the main building, which will be teardrop-shaped, has not yet begun, workers are already carrying out fencing, cabin installation, and access organization. This initial stage transforms the physical environment, but its most immediate impact is the elimination of a surface where more than 300 vehicles parked daily, affecting residents and users of nearby public services.

The removal of these spaces has caused strong discontent. The municipal group Con Málaga, through its spokesperson Nicolás Sguiglia, has criticized the City Council for improvisation and the lack of alternative solutions. For its part, the PSOE has demanded the suspension of the works, arguing that the absence of an adequate mobility plan will exacerbate the area's saturation.
The Spanish Police Confederation (CEP) has also joined the protests, calling for a rally on the 30th in front of the City Council. The union warns that the situation will affect police operations and citizens' access to essential services, inviting neighborhood groups to join the mobilization.
The Councilor for Urban Planning, Carmen Casero, has acknowledged the reduction in parking spaces but has defended that it is a public equipment plot. She noted that the Mobility department has held meetings to find solutions and has linked part of the problem to the lack of a new police station for the National Police on the promenade, land ceded by the City Council years ago.
