The Red Innpulso network has recognized the Huelva City Council's commitment to innovation, granting it the highest score in its category within the 'Ciudad Laboratorio 2026' Projects Aid Program. This achievement translates into a 12,000 euro subsidy for the development of the ‘ReSandEs’ (Challenges Sandbox and Scaling) project, solidifying the Huelva capital as a national benchmark in urban experimentation and economic development.
Deputy Mayor Adela de Mora highlighted that this recognition validates the municipal strategy of transforming innovation into a development engine, attracting investment and improving citizens' quality of life. The top score and aid received support the technical and political work carried out, encouraging Huelva to continue advancing as a leader in urban innovation.
The ReSandEs project goes beyond offering the city as a testing ground for innovative solutions; it aims to support companies after the experimentation phase, facilitating their growth, implementation, and the creation of real employment and investment opportunities. This 'scaling' concept has been key to the project's recognition as one of the most innovative in Spain.
The Ciudad Laboratorio program fosters experimentation in municipalities belonging to the Red Innpulso network. Huelva led the deployment and dynamization category with 87 points. The ReSandEs project is supported by the Huelva Innovation Sandbox Ordinance, which transforms the city into a real environment for testing innovative products, technologies, and services.
ReSandEs distinguishes itself by identifying strategic urban challenges in areas such as clean energy, green hydrogen, circular economy, and sustainability, guiding experimentation. Furthermore, it introduces the 'scaling' concept to help pilot projects become viable initiatives, facilitating their implementation and removing administrative barriers.
The granting of this aid reinforces Huelva's positioning as a benchmark in urban innovation. In 2025, the city had already received the distinction of City of Science and Innovation from the Ministry of Science, Innovation and Universities, joining the Red Innpulso.
With ReSandEs, the City Council advances its strategy, strengthening its position within the Red Innpulso and consolidating a public innovation model that seeks to attract investment and foster collaboration between administrations, universities, and companies.
