Facua Córdoba has expressed its discontent with the Junta de Andalucía's decision not to impose fines on the company responsible for managing the city's Bus Station, despite inspections following a complaint by the association in October 2025 revealing contractual non-compliance.

The consumer organization stated that it had informed the Junta of the breach of the concession agreement's conditions, particularly the absence of personnel in the control tower during certain hours, which the tender documents require to be covered by qualified staff.

After inquiring in February of this year about actions taken, the Territorial Delegation of Fomento did not conduct inspections until April. Facua considers this delay to be "serious passivity" by the regional administration. The association argues that this compromises user service and casts doubt on the Junta's control and supervision of the concessionaire, Vectalia.

In its resolution, the Junta admits that there was no personnel in the control tower at certain times. However, it concludes that there is no sanctionable breach, arguing that the service can be provided via cameras, automation, and remote control. Facua criticizes that this interpretation "empties of content" the contractual obligations and replaces a face-to-face service with a remote one without formal modification of the contract.

Facua Córdoba also criticizes the Junta for downplaying the issue to the lack of serious incidents, when the real legal debate is whether the concessionaire is fulfilling its contractual obligations. The association believes the resolution sends a "very dangerous message" by allowing concessionaire companies to breach tender requirements if the administration deems the system is still functioning.

In light of this situation, Facua will continue with "exhaustive monitoring" and will explore "new administrative and legal actions" to demand full compliance with concessionary obligations and the protection of public transport users' rights.
