The urban expansion of Los Barrios is moving forward with the approval by the Territorial Commission for Spatial Planning and Urbanism of Cádiz of the specific modification to the General Urban Planning Plan (PGOU) for the Guadacorte Sur sector. This development, promoted by Guadacorte, includes the construction of 786 homes, 276 of which will be Official Protection Housing (VPO), adjacent to Vega del Golf and Ciudad Jardín.
The project, named Los Altos de Guadacorte, anticipates an investment exceeding 180 million euros and the establishment of a private international school, a senior living facility with services, and various other infrastructures. It is estimated that the urbanization will accommodate approximately 2,500 residents. The developer expects to commence construction in early 2027, with the first phases scheduled for completion in 2028.

The PGOU modification adheres to the transitional provision of the Law for the Promotion of Territorial Sustainability of Andalusia (Lista). The Los Barrios City Council had already approved this modification in October 2025. Once the urbanization is completed, it is estimated to create around 400 stable jobs and generate an annual income of 750,000 euros for the City Council in taxes, with a total economic impact calculated at 450 million euros.
The design of Los Altos de Guadacorte emphasizes low density, with market-rate housing blocks of a maximum of three stories and extensive green and sports areas, which will occupy over 50% of the land allocated for the development. Protected housing, available for sale or rent, will be in blocks up to five stories high. Additionally, a commercial sector is planned, along with the transfer of plots for public facilities, including a sports area and an educational space that could house a public school.
