Despite years on the waiting list, the initial financial demands make the purchase unfeasible.

The total price of the VPO is 274,000 euros, a figure that, while competitive for the open market, is problematic for subsidized housing. The main difficulty lies in the initial outlay: 3,000 euros for the reservation, followed by 30,000 euros in less than fifteen days, and the remaining 34,000 euros spread over 17 monthly payments of 2,200 euros each. These payments, required before the mortgage, are considered excessive for most families.
Furthermore, mortgage uncertainty adds another layer of complexity. Banks do not guarantee mortgage conditions 17 months in advance, which entails a significant risk of losing invested savings if financing is not approved or conditions are unfavorable. This situation creates a "leap of faith" for buyers, who lament the lack of flexibility in the purchase conditions offered by the developer.
