The El Puerto de Santa María City Council has dismissed the appeal filed by VOX against the agreement with Cádiz CF for the Sportech project, ratifying the agreement during the ordinary plenary session on April 10, 2026.
During the plenary session, the Sportech project, which includes a large multi-purpose stadium for 40,000 spectators in Vega de los Pérez, was once again debated. VOX had filed an appeal against the rejection of its allegations to the agreement signed between the El Puerto de Santa María City Council and Cádiz CF, which was ultimately dismissed.
In the absence of the Urban Planning councilor, Danuxia Enciso, Jesús Garay defended the Government's position. He explained that the approved agreement is preparatory in nature and does not constitute an urban planning instrument that allows for the immediate execution of the project, but rather facilitates the planning of a strategic action for the city. The creation of a monitoring and control commission is planned to oversee compliance with commitments.
“
"This agreement is preparatory in nature, and we are not dealing with an urban planning instrument that currently allows for the execution of any project. It allows progress in the planning of a strategic action for the city. It fully complies with the current legal framework, without omitting state or regional regulations."
The opposition expressed its concern. José Luis Bueno Pinto, spokesperson for the Mixed Group (IU), voiced his reservations, suggesting that the project could benefit particular economic interests more than sports or urban development. He questioned the need for a 40,000-seat stadium for Cádiz CF and warned about the city's history of failed projects.
“
"There's a big deal here where many people are going to make a lot of money. The least of it is sporting interest or development interest for the city. What is sought here, and many people who are more involved with Cádiz CF than I am say it, is that the more you know, the worse it looks."
For his part, Javier Botella of Unión Portuense criticized the lack of guarantees and safeguards in the agreement, noting that the revaluation of the Vega de los Pérez land is already a reality that could lead to speculation. Although he acknowledged the technical legality of the agreement, he regretted the missed opportunity to better secure the municipality's interests.
The most tense moment occurred during the confrontation between VOX and Mayor Germán Beardo. José Antonio Gomila, from VOX, argued that if the agreement generates benefits for third parties, the El Puerto City Council should also receive compensation in case the project is not executed. He referred to a judicial ruling related to Cádiz CF and CNMV's doubts about the company JP Financial, as well as the losses of Nomadar, the club's technological subsidiary.
Mayor Germán Beardo defended the project, assuring that it has favorable legal reports at state, regional, and municipal levels. He criticized VOX's stance, implying that their arguments might be influenced by third parties and highlighting the benefits the project would bring to El Puerto de Santa María, comparing it to other successful investments in the city.
Finally, VOX's appeal was rejected with the votes in favor of the Government (PP), which holds an absolute majority, against the abstentions of the PSOE and the unattached councilor, and the votes against of VOX, Unión Portuense, and the Mixed Group.
