This initiative seeks to ensure compliance with established speed limits, especially on conventional roads and in urban areas, where the risk of accidents is considerably higher. Inadequate speed is positioned as the third most common factor in traffic accidents, particularly in those involving fatalities.
In 2023, DGT data revealed that speed was a factor in 291 fatal accidents. This campaign aligns with the Global Plan for the Decade of Action for Road Safety 2021-2030 and the Spanish Road Safety Strategy 2030, which aim to halve the number of road fatalities by the end of the decade.
Speed not only affects the risk of being involved in a traffic accident, but also, the higher the speed, the more difficult it will be to react in time to prevent the accident and the more serious the injuries caused by it will be.
Statistics from previous campaigns in Cádiz illustrate the scale of the problem. in July 2024 and April 2025, agents from the Cádiz Subsector of the Civil Guard's Traffic Group monitored 64,432 vehicles, of which 13.42% (8,648) were sanctioned for exceeding speed limits. In April 2025 alone, 39,612 controls were carried out, resulting in 5,442 fines, representing 13.73% of the vehicles controlled.
The collaboration of Local Police forces is crucial. In April 2025, the municipalities of Algeciras, Chiclana de la Frontera, and Rota, along with Algeciras and Barbate in July 2024, reported 201 fines out of a total of 109,378 vehicles controlled in urban areas. The DGT emphasizes that excessive or inadequate speed is responsible for approximately 30% of fatal road accidents and is present in over 20% of fatal accidents in Spain.
Technology also plays a critical role. Since July 6, 2024, all registered vehicles must incorporate the Intelligent Speed Assistant (ISA), a system that, through navigation and sign recognition, helps drivers comply with limits. The DGT calls for awareness, reminding that above 80 km/h, a pedestrian's survival in a run-over incident is almost nil, while at 30 km/h, the risk of death is reduced to 5%.
