The resolution for the allocation of these aids, established in Royal Decree-Law 5/2026, requires that damages in municipalities with over 50,000 inhabitants must represent at least 5% of their current expenses. The Cadiz council has estimated beach damages at 1.5 million euros, a figure significantly below the 8.4 million needed to meet the threshold.
The Cadiz City Council's current expenses in 2024 amounted to almost 167.8 million euros. To reach the required 5%, the damages should have exceeded 8.3 million euros, which is more than five times the current damage assessment.
A report submitted to the Junta de Andalucía detailed the damages to the beaches of the Cadiz capital, totaling 1,535,090.70 euros. The most substantial repairs are allocated to service modules and facilities (866,868.20 euros), followed by the repair of articulated wooden walkways (169,400 euros), additional conditioning and waste removal work (150,645 euros), and prefabricated concrete walkways (130,680 euros).
The Official State Gazette (BOE) published on April 29 the extension of the deadline for submitting applications for these subsidies until May 13, 2026. The Secretary of State for Territorial Policy regulated the aid scheme on March 31, in response to the damages caused by the series of storms and floods in Andalusia and Extremadura.
