The cost structure for the bus service in Cádiz has undergone variations detected by PSOE councilor José Ramón Ortega. These changes, described as "slight" by the councilor, focus on the fuel, lubricants, and maintenance categories.
The cost structure determines the percentage of expenses for each service component. For Cádiz's public transport, these components include personnel, fuel, maintenance, insurance, depreciation, other expenses, and indirect costs and industrial profit. Differences exist between the structure approved in late 2025 (initial phase) and the one in the final tender documentation.
Specifically, the percentage for fuel and lubricants has decreased from 7.98% to 7.29%, while maintenance has increased from 6.92% to 7.61%. The remaining cost components remain unchanged from the initial Plenary approval in February.
Ortega has expressed doubts as to whether these variations, despite being "slight," necessitate restarting the cost structure approval process. According to the councilor, these adjustments might have been made by the Junta de Andalucía during their analysis of the documentation initially sent by the City Council.
If the need to repeat the procedure is confirmed, it would cause an additional delay of at least eight months in the tender process for the new municipal bus service contract.
