Cádiz CF's Ambitious JP Financial Arena Project in El Puerto Hinges on Land Reclassification

The plan for a major stadium and sports city, a core business for the Nomadar subsidiary, requires the reclassification of protected non-urbanizable land in El Puerto de Santa María.

Cádiz CF's subsidiary, Nomadar, has launched a stock market initiative on Nasdaq to finance the construction of a large stadium and sports city, the JP Financial Arena, in El Puerto de Santa María, a plan facing the challenge of reclassifying currently protected land.

This ambitious project, listed as a core business pillar in the documentation Nomadar submitted to the SEC (the US securities market regulator), would be located on an estate known as La Vega de los Pérez. Currently, these lands are classified as non-urbanizable special protection land, which requires complex urban planning procedures and the support of the Juanma Moreno Government to be declared of regional interest and expedite timelines.
The reclassification of such an estate, which would allow for the construction of a stadium and sports city, requires endorsement from the regional government justifying the change due to its economic interest. The La Vega de los Pérez lands are adjacent to the Las Salinas industrial park in El Puerto and close to the train line.
In the latest update to the documentation submitted to the SEC, dated April 2, Nomadar, which defines itself as “the innovative arm of Cádiz,” identifies the administrative process with authorities as a significant risk to its business. Furthermore, the company warns that a decline in the club's reputation and popularity could negatively impact its finances. Currently, Cádiz CF is in a delicate position in Segunda División, facing the risk of relegation.

Nomadar warns of a potential conflict of interest involving Rafael Contreras, who serves as its executive director and co-chairman, while also holding positions as executive vice president of CF and vice president of its board of directors.

It is important to note that this project is unrelated to another club objective, which was to acquire the El Madrugador estate, owned by the Diputación, despite both plots being almost adjacent. In El Madrugador, the Diputación had invested considerable funds to transform it into a hospitality school and center. The mayor of El Puerto, Germán Beardo, who is also the fourth vice president of the Diputación, initially promoted the transfer of El Madrugador to his city council for subsequent transfer to the club, although this operation did not materialize. An alternative route could be for El Madrugador to pass from the Diputación's control to one of its institutes, the Institute for Employment and Technological Development (IEDT), which would then lease it to the club, requiring a public tender process.
It is worth mentioning that JP Financial also lends its name to the Nuevo Mirandilla stadium for activities related to Cádiz CF. This property belongs to the Cádiz City Council and has been the club's historic home ground.
