Early efforts are focused on preparing the ground for heavy machinery and consolidating the old Engineers' Houses of Tabacalera. These structures, possessing significant heritage value, will be rehabilitated and integrated into the new complex, which aims to be a benchmark in justice administration for Andalusia.
The first phase of the project, spearheaded by the Ministry of Justice of the Junta de Andalucía, has a budget of 966,930.96 euros (VAT included). This intervention is the starting point for a complex undertaking that will unfold over six phases, with the dual goal of modernizing judicial space and preserving historical heritage.

The new complex will span over 38,500 square meters, nearly triple the current judicial space in Cádiz. This area will not only consolidate dispersed judicial bodies but also ensure capacity for future expansions, anticipating growth in the city's judicial activity. Phase 2, which will adapt the Depot to house common services and the Institute of Legal Medicine, is expected to be ready by late 2028 or early 2029.
Phase 3 is designated for the construction of the new main building, approximately 20,800 square meters, which will host the Court of First Instance, the Provincial Court, and the Duty Court, among others. Phase 4 will involve the rehabilitation of existing warehouses for archives and an auditorium, also projected to be operational by late 2028 or early 2029. The fifth and final phase will focus on adapting the Engineers' Houses for future growth.
