The works, which began with the laying of the first stone in March 2025, include the construction of two blocks in Plaza de la Cerámica (one with 8 and another with 11 homes) and a third block on Reyes Católicos avenue with 7 homes. The total investment amounts to 3,061,120 euros, contributed by the Chiclana City Council (1,823,680 euros), the Junta de Andalucía (466,689 euros), and the Government of Spain (770,750 euros).
Block 1 of Plaza de la Cerámica will house 8 homes ranging from 56 to 82 square meters. Block 2 will have 11 homes from 55 to 79 square meters. The third block, on Reyes Católicos avenue, will feature 7 homes between 53 and 80 square meters.
José María Román described the project as "possibly one of the most complex files" being processed by the City Council, as it involves private homes with public investment to replace substandard housing with new constructions, keeping the same owners. He highlighted the "very powerful social impact" of this initiative.
The mayor indicated that the works are expected to be completed by the end of this year. Subsequently, the old homes will be demolished to begin a second phase on Reyes Católicos avenue. The Municipal Government is "highly involved in housing policy," with a housing stock among the top in Spain relative to its population, having assisted approximately 350 families in accessing public housing in the last term.
The construction of around 2,000 social housing units is planned on municipal land once the Urban Planning Plan is approved. The City Council aims to promote a "significant" housing policy for Chiclana in collaboration with the Government of Spain, the Junta de Andalucía, and private developers.
Rocío Díaz emphasized "institutional collaboration" to meet housing demand, stating that "all public institutions have an important challenge in housing, and it cannot be faced if institutions do not row in the same direction." She congratulated the city councils for their work and assured that the regional government will seek resources to "bring forward more housing".
The minister detailed that the two blocks in Plaza de la Cerámica are at 94% completion, and the one on Reyes Católicos is at 40%. She mentioned that three ARRUs are being developed in Cádiz (two in Jerez) and that the regional government is investing 23.5 million euros in Andalusia for actions on 2,142 homes.
David Riaza reaffirmed the "firm commitment of the Government of Spain to access to housing," considering it a "major concern for citizens at this time." He highlighted the El Pilar ARRU as an example of inter-administrative collaboration through which "actions can be materialized to recover access to housing."
Riaza recalled the central government's commitment to Chiclana, mobilizing over 5.3 million euros through various ministries to promote, build, or rehabilitate 329 homes and accommodations, with the Ministry's total investment in the city exceeding 6 million euros. He also mentioned the new State Housing Plan 2026-2030, which allocates 1.197 billion euros to Andalusia.
Upon completion of these works, Chiclana will have 26 new homes, representing a total investment of 3,061,120 euros, distributed among the City Council (1,823,680 euros), the Junta de Andalucía (466,689 euros), and the Government of Spain (770,750 euros).
