The Ciconia program in Chiclana, managed by the municipal company EMSISA, continues its work to facilitate access to social housing. Currently, 123 properties from private owners have been ceded and re-leased to families in the municipality. Mayor José María Román highlighted that this initiative addresses the social concern for housing, adding to the existing 1,190 municipal homes and 318 from the Junta de Andalucía in the city, positioning Chiclana as the fifth city with the most public housing per capita.
Given the high demand, the Ciconia program offers owners the assurance of receiving rent payments regardless of the tenant's payment, in addition to IBI (property tax) exemption. Seven more homes are being processed for inclusion. Since its launch in 2019, 1,386,221 euros have been invested in payments to property owners. The program is now expanding to include homes needing renovation, which will be carried out by the City Council and deducted from the rent.
The mayor called on property owners to make their vacant homes available, thereby helping to solve the shortage of supply and ensuring monthly income. Owners receive compensation for ceding the use of the property to EMSISA for a minimum of seven years, with the amount determined by a technical report based on factors like the number of bedrooms, condition, and furnishings. One-bedroom apartments can yield up to 427.59 euros per month, and four-bedroom apartments up to 610.83 euros, plus annual IBI reimbursement.
