On the occasion of the Municipal Elections to be held on May 23, 2027, citizens of the European Union, non-Spanish, residing in Spain, and citizens of countries with a reciprocity agreement for voting in municipal elections (Bolivia, Cape Verde, Chile, Colombia, Korea, Ecuador, Iceland, Norway, New Zealand, Paraguay, Peru, United Kingdom, and Trinidad and Tobago), may vote if they are included in the current electoral roll for these elections and are of legal age on the day of the vote.
Inclusion in the current electoral roll requires prior registration in the municipal register and having expressed the intention to exercise active suffrage.
The deadline to declare the intention to vote varies: EU citizens have until December 30, 2026, while nationals of countries with a reciprocity agreement have until January 15, 2027.
Formal declarations can be made online or at the residence Town Hall. EU citizens can do so through the INE Electronic Office using the cl@ve system. To prove identity, in addition to the foreigner identification card, their country of origin's identity document or passport is accepted.
Nationals of countries with a reciprocity agreement can submit their application online, by postal mail, or in person at the Town Hall. The Office of the Electoral Census (OCE) will send pre-printed communications to eligible foreign residents in late November 2026, facilitating online processing with a reference key (CTT).
For online applications, access the INE Electronic Office with cl@ve or NIE and CTT. By postal mail, the response should be sent directly to the Provincial Delegation of the OCE without postage. In person at the Town Hall, identification and a residence certificate issued by the Immigration Office or Police Station are required.
