Under the slogan «Electric Scooter: If you don't comply, don't use it», the initiative aims to ensure safe and responsible mobility, particularly among students and families. The campaign details the essential conditions for an electric scooter or PMV to circulate on urban roads.
The mandatory technical and administrative requirements include possessing the PMV certificate proving compliance with official technical specifications, registration or identification with the General Directorate of Traffic (DGT), and having a valid civil liability insurance. Vehicles not meeting these conditions are strictly prohibited from circulating.
Regarding usage rules, a minimum age of 15 years is established to operate a PMV. The use of a homologated helmet, properly fastened, is mandatory. Additionally, the lighting must be on, and at night or in poor visibility conditions, the use of a reflective vest or elements visible from 150 meters is required. Circulation must occur on the roadway and authorized routes, respecting traffic signals.
To protect pedestrians and other drivers, it is prohibited to ride on sidewalks or unauthorized pedestrian areas, carry passengers, use mobile phones or headphones while riding, operate negligently or recklessly, or drive under the influence of alcohol or drugs.
The Local Police emphasize the importance of signaling maneuvers with arm gestures: left turn (left arm extended horizontally), right turn (left arm bent upwards), and braking (left arm extended with repeated up-and-down movements).
Residents are encouraged to ask themselves if their scooter has a certificate, is registered with the DGT, has insurance, uses lights, and if they respect the rules. Non-compliance with these regulations may result in administrative sanctions.
