This measure, approved by the Plenary following a proposal by Mayor Joaquín Villanova, aims to ensure coexistence and facilitate parking and access to residential areas. Applications must be submitted to the City Council's official registry and will be authorized by the Local Police after verifying technical feasibility and issuing the corresponding card.
Its implementation required modifying three municipal ordinances: the one regulating driveway licenses, the traffic ordinance, and the fee for issuing administrative documents. Although applications can be submitted from November, the measure is expected to come into effect in January.
The Department of Citizen Security, Traffic, and Mobility, led by councilor Francisco José Sánchez, estimates that approximately 1,200 existing driveway licenses will be eligible for this new option, excluding those in buildings with communal parking.
The delegated councilor explained that those who do not yet have a driveway license can apply for both authorizations simultaneously. They must meet specific requirements, such as owning a single-family home and having at least two vehicles. The application, submitted at the municipal registry or collection office, requires applicant details, property identification, a location map, and a commitment declaration.
Granting of the license is subject to the verification of technical and urban planning conditions by municipal services. All details are available in the ordinance published on the City Council's website.
