This means that the homes promoted by the City Council will be up to 39% cheaper than the average new construction, 29% more economical than the most affordable developments on the market, and around 23% more accessible than second-hand housing.
San Fernando Promotes 132 Protected Homes with Prices Up to 39% Lower
The San Fernando City Council, through Hemsa, has applied for a building permit for a new development in Ronda del Estero, with prices starting from 79,000 euros.

The San Fernando City Council, through its municipal company Hemsa, has applied for a building permit for a new development of 132 protected homes in Ronda del Estero, with prices ranging from 79,000 to 145,000 euros, aiming to facilitate access to housing in the locality.
This initiative, part of the promotions announced by Mayor Patricia Cavada in December 2024, includes the construction of 132 units under a general sales regime. The homes will be located at the confluence of Ronda del Estero and Avenida de la Marina, on a plot adjacent to the roundabout.
The development will feature eight one-bedroom homes, 22 two-bedroom homes, and 102 three-bedroom homes, with areas ranging from 51 to 106 square meters. Prices, excluding VAT, are estimated between 79,000 euros for one-bedroom units and approximately 145,000 euros for three-bedroom units.
The average price per square meter built in this development will be around 1,538 euros, a figure significantly lower than the 2,523 euros per square meter for new free-market housing in the city, and the 1,994 euros for second-hand housing. This cost reduction is attributed to construction on municipal land and direct management by Hemsa, as well as a tax modification on the Tax on Constructions, Installations, and Works (ICIO) implemented by the municipal government.
The tender process for the construction is still pending, but the City Council has expedited the processing of the license and the protected housing qualification to accelerate the start of works. An estimated execution period of about 22 months is expected once the construction company is awarded, which could place the completion of the homes by the end of 2028 or early 2029, if works begin in 2027.
Access to these homes will be governed by current Andalusian regulations on protected housing, requiring registration in the Municipal Register of Applicants, designation of the home as a habitual and permanent residence, and compliance with established income limits. For the general regime, the maximum limit is up to 5.5 times the IPREM, equivalent to approximately 46,200 euros in annual family income, depending on household composition.
In parallel, the Isleño City Council, through Hemsa, is working on another development of 216 homes, also in Ronda del Estero, whose basic project is practically finalized, and the execution project will be tendered soon.
