The Ministry of Culture and Sports has published in the Official Gazette of the Junta de Andalucía (BOJA) an order allowing the Seville City Council to authorize works and actions in the surroundings of monuments declared Assets of Cultural Interest (BIC). This delegation of powers will apply to nineteen specific sectors of the city's Historical Ensemble.
This initiative responds to the request from the Sevillian Council, approved in the municipal plenary session on April 16th, with the aim of improving procedural efficiency, eliminating administrative duplication, and streamlining management in areas of high heritage protection. The City Council already had delegated powers for sectors with Protection Special Plans approved after the Law 14/2007, but this now extends to those whose special plans were approved before said regulation.
The sectors benefiting from this expanded delegation of powers include: 'San Gil-Alameda', 'San Luis', 'Santa Paula-Santa Lucía', 'San Bartolomé', 'San Lorenzo-San Vicente', 'Los Humeros', 'Macarena', 'San Bernardo', 'Arenal', 'Plaza de Armas', 'Triana', 'San Julián-Cruz Roja', 'La Trinidad', 'San Roque-La Florida', 'Prado de San Sebastián', 'Porvenir', 'La Palmera', and sectors 27.2 'Histórico' and 27.3 'Puerto'.
Through the Local Heritage Commission, the City Council will be able to authorize these actions, with the exception of interventions involving partial or total demolition of properties integrated into the surroundings of Assets of Cultural Interest. Subsequently, the Council must notify the Territorial Delegation of the authorizations granted within a maximum of ten days.
