This phenomenon affects 18 centers located in provincial towns and six in the capital. The situation is particularly critical in small or remote municipalities, where population scarcity adds to the difficulty of attracting teachers willing to take on management responsibilities.
Among the affected centers in the province are CPR Valle del Guadiaro in La Cañada del Real Tesoro, CPR Almazara in Jubrique, CEIP Blas Infante in Serrato, CEIP Santa Rosa de Lima in Igualeja, CEIP Nuestra Señora de Caños Santos in Cañete la Real, CEIP Nuestra Señora del Rosario in Cortes de la Frontera, and CEIP Virgen de la Aurora in Arriate. Centers in municipalities such as Ojén, Casares, Rincón de la Victoria, Fuengirola, Nerja, Antequera, Ronda, Manilva, Colmenar, and Torrox are also impacted.
In Málaga capital, the centers without candidates are CEIP Ciudad de Mobile, CEIP Hogarsol, CEIP Luis Buñuel, CEIP María de la O, IES Manuel Alcántara, and IES Christine Picasso.
“"In these destinations, interim staff or civil servants in training without a permanent position often arrive, in many cases for only one year, which makes it difficult for them to want to take on the center's management."
The Delegation of Education of the Junta de Andalucía has indicated that in many of these centers, a large part of the teaching staff consists of interim personnel or those with provisional assignments. This instability makes it difficult to elect leadership positions, as teachers with temporary contracts or in training are less likely to assume these responsibilities.
Given this situation, a procedure has been initiated for the appointment of new leadership, through consultation with each faculty. The Inspection service will request voluntary candidacies among teachers to perform the management function for one year. If no internal candidates are found, external applicants who have completed the management function course will be sought, also for a one-year period and on a voluntary basis.
In the current academic year, the call for the management function course received 504 applications for a total of 188 places. The Delegation has implemented measures to facilitate the work of school leadership, such as opening direct communication channels and promoting meetings with management staff, complementing other initiatives from the Consejería, such as the decree recognizing teachers as authorities.
