The Málaga City Council, through its Urban Planning department, processed nearly 300 applications to convert ground-floor commercial units into homes last year. Real estate developers estimate that the housing deficit in the capital increases by about 700 units annually, which could raise the total need to over 30,000 homes in the next decade.

The authorization of approximately five changes of use per week in cities like Málaga, with minimum requirements of 30.50 m² for studios, has led to some premises being divided into up to ten homes.
The conversion of these properties can increase their value by 30% to 40%, making it an attractive business for investors seeking properties for holiday rentals or long-term stays. Despite a moratorium in Málaga restricting the registration of new tourist housing, the transformation of commercial premises into residences remains a widespread practice.
