The president of the Junta de Andalucía, Juanma Moreno, has revealed that his electoral program for May 17 will include the elimination of the Inheritance and Gift Tax on property transfers between siblings, in addition to expanding income tax exemptions for middle and working classes.
In an interview with Prensa Ibérica newspapers, Moreno detailed that the Andalusian Popular Party will propose new tax reductions if it retains power in the community. These measures are part of a series of fiscal reforms that have been a cornerstone of his administration since he took office at San Telmo.
The president highlighted the success of previous cuts to Inheritance and Gift Tax, which have led to a 600% increase in donations between parents and children over eight years. According to Treasury data, donations rose from almost 9,000 in 2018 to nearly 60,000 in 2025.
By 2026, with the implementation of this new plan, the Junta de Andalucía will have approved seven fiscal reforms affecting all taxes within its jurisdiction, with an annual economic impact exceeding 1,000 million euros. Despite criticism from Pedro Sánchez's Government regarding this fiscal policy, the region's strong economic situation has allowed revenues to continue growing, surpassing 50,000 million euros.
In addition to the measure for siblings, the 2026 income tax campaign (corresponding to the 2025 fiscal year) introduces about twenty new tax deductions in Andalucía. These include expenses for gyms and pets for households with celiac disease, benefiting approximately 1.2 million Andalusians with an estimated saving of 120 million euros.
