The General Directorate of Traffic (DGT) has mandated the registration of personal mobility vehicles (PMVs), such as electric scooters, and the acquisition of civil liability insurance starting from early 2026. This registration process incurs a fee associated with rate 4.1, set at 8.67 euros.
Registration can be completed either online, through the DGT's electronic headquarters, or in person at their offices. Once the procedure is finalized and the fee paid, the user will receive a registration number or license plate that must be affixed to the PMV. Circulating without this identification can lead to fines of up to 1,000 euros.
DGT regulations, in force since 2021, prohibit electric scooters from circulating on sidewalks, pedestrian areas, highways, motorways, and urban tunnels. The maximum allowed speed ranges between 6 and 25 km/h. Furthermore, riders are subject to the same maximum alcohol limits as other vehicles, cannot use headphones or mobile phones, and must wear a protective helmet.
From 2027, it will be essential for these vehicles to have a homologation and circulation certificate. Models that are not homologated will be prohibited from circulating. The DGT differentiates between PMVs with a circulation certificate and those without, which can only circulate until January 22, 2027.
The Málaga City Council complements these guidelines with its own Municipal Mobility Ordinance, which establishes a minimum age of 16 years for scooter use, a minimum height of 1.50 meters, and prohibits carrying passengers or animals on these vehicles.
