The initiative, promoted by the Department of Social Inclusion, Youth, Families and Equality of the Regional Government of Andalusia, aims to encourage the civic participation of youth in care aged 12 to 17. Through assemblies, the minors have analyzed local issues and designed viable solutions for their municipalities.
Projects presented include the creation of leisure spaces, green corridors, and accessibility improvements in towns such as La Carolina, La Guardia, Andujar, and Linares. In the latter, minors from the Nuestra Señora de la Cabeza Center focused their proposal on removing architectural barriers for people with reduced mobility.

The methodology uses educational tools such as Citizenship Agents, which promote critical thinking and collective decision-making. Following a successful pilot phase in Huelva, where most proposals were adopted, the program will expand across Andalusia starting in September.
