Following his election in a plenary session, Latorre outlined the work strategies for the current term, calling for closeness, active listening, and the defense of provincial interests. The fourth industrial revolution, collaboration with municipalities, and communication with citizens are set to be the main pillars, ensuring that all 97 municipalities remain at the core of the institution's work.
In his inaugural speech, the new president emphasized a commitment to leveraging the opportunities offered by Artificial Intelligence, automation, and Big Data. He stressed that industry, innovation, and employment will be priorities, mentioning the potential of CETEDEX, which is expected to begin operations by year-end. Latorre aims to foster an innovative ecosystem that positions Jaén at the forefront in fields such as robotics and biotechnology.
Job creation is another key priority, with a 50% budget increase to 12 million euros. Initiatives such as the Geolit Scientific and Technological Park, talent return programs, and aid for municipal employment-generating projects will be promoted to create opportunities and retain population in the province.
Collaboration with municipalities is highlighted as the second work strategy. Latorre pledged to enhance the efficiency and fruitfulness of the relationship with local governments, mentioning the promotion of sustainable tourism, investments in Civil Guard academies, and the impact of the regional EDIL projects.
The province's progress will be measured by quality of life and support for those most in need. The Provincial Council reaffirmed its commitment to social policies, particularly for the elderly and youth, ensuring their care and believing in the potential of young people.
Bilateral communication with citizens constitutes the third work strategy. Latorre advocated for dialogue and active listening, rejecting polarization and political spectacle. He affirmed institutional loyalty while also demanding the defense of Jaén's interests, especially in healthcare, education, and strategic projects.
The president highlighted the unprecedented investment momentum the province is experiencing, stemming from the Spanish Government's firm commitment, exemplified by projects like CETEDEX and hydraulic infrastructures. The response to extraordinary situations, such as recent storms, was also acknowledged.
Latorre concluded by expressing his enthusiasm and humility in assuming the presidency, acknowledging the institution's responsibility. He thanked his predecessor, Paco Reyes, for his work and pledged dedication, listening, and transparency to visit every region and municipality. He expressed confidence that unity will unlock Jaén's full potential.
