Jaén Provincial Council Approves 26 Million Euro Plan for Storm-Affected Municipalities
The provincial plenary session has greenlit a package of aid and public works to mitigate damages from winter storms, facing criticism from the Popular Party.

The Jaén Provincial Council has approved a substantial investment and aid package, exceeding 26 million euros, aimed at municipalities across the province to alleviate the severe damage caused by recent winter storm fronts.
During a plenary session, approval was granted for the Provincial Plan for Cooperation in Public Works and Services, endowed with 16.16 million euros, and a specific program of 10 million euros for local councils. The latter is designed to repair damages inflicted by the storms that affected the province this winter, as part of the Shock Plan.
The second vice-president and deputy for Economy, Finance, Municipal Assistance, and Human Resources, Pilar Parra, detailed that of the 16.16 million euros from the Provincial Plan for Public Works and Services, 11.67 million will cover services and 4.49 million will fund public works. Additionally, a specific plan of 324,000 euros will be added for autonomous local entities with their own budgets.
Regarding the 10 million euro plan for storm damage, each town council will receive 100,000 euros in aid. Autonomous Local Entities (ELAS) with responsibilities for rural roads will also receive 100,000 euros, while those without such responsibilities will get 25,000 euros. Councils can justify actions taken between November 10, 2025, and December 31, 2027, with a deadline of March 31, 2028, for justification.
In addition to the 26 million euros for municipalities, the Jaén Provincial Council will allocate another 25.5 million euros to improve provincially owned infrastructure affected by the storms. Of this amount, 20 million will go to roads and agricultural interest routes, 750,000 euros to greenways, 775,000 euros to Provincial Council buildings, and four million euros to hydraulic infrastructure.
The spokesperson for the Popular Party Group in the Jaén Provincial Council, Luis Mariano Camacho, criticized the management, calling the plenary session a “lost opportunity” and accusing the government of “opacity.” Camacho questioned the “flat rate of 100,000 euros per municipality” without prior damage assessment, arguing that aid should be based on objective criteria and real needs.
Among other credit modifications approved, 80,000 euros are included for the Guardia Civil Academy in Baeza, 200,000 euros for hiring young people in municipalities under 5,000 inhabitants through the Talentium Empresa program, and 214,000 euros to co-finance the rehabilitation of the castle in Beas de Segura.
