Green Light for Underground Parking at Huelva's Future Plaza Mayor

The Huelva City Council has approved the license for the construction of a single-level underground car park in the future Plaza Mayor, a crucial step for the revitalization of the former Mercado del Carmen.

The Governing Board of Huelva City Council has granted the necessary license to begin the construction of the underground car park that will be part of the new Plaza Mayor. This parking facility, designed with a single level, will offer space for over 400 vehicles, thereby improving access to the new public area.
This approval marks the commencement of the second phase of works at the site of the old Mercado del Carmen. This stage is estimated to last approximately two years and will include not only the construction of the car park but also its roof, which will form the Plaza Mayor, and the piling for the future residential buildings surrounding the complex.

Once the underground car park is completed, construction of the Plaza Mayor will begin, followed by the two hundred homes that will integrate into its design. The plan includes arcaded porticoes and commercial areas, aiming to create a vibrant and attractive space that will boost local commerce, tourism, and leisure in the city.
For this phase, an innovative construction system known as 'apantallamiento' will be used, involving screen walls and a tunnel-mining excavation technique. This method will avoid open-pit excavation, minimizing disruption to citizens and seeking a balance with phreatic systems to prevent risks.
The first phase of the project focused on the demolition of buildings and the diversion of water, sanitation, communication, and electrical supply pipelines. Despite the challenges and the coordination of numerous tasks, as well as the resolution of administrative issues and legal appeals, the project, which had been stalled for twenty-five years, has made progress and is now expected to gain momentum.
