The judicial decision establishes that budget regulations cannot limit the basic remuneration or supplements defined by the Andalusian Public Function Law. According to the ruling, this law must prevail under the principle of normative hierarchy, ensuring that extraordinary bonuses include all corresponding salary components.
The case, supported by the Central Sindical Independiente y de Funcionarios (CSIF), concludes that the administration's failure to develop regulations cannot harm public employees. The final ruling orders the regional government to pay the withheld amount of 664.30 euros, plus legal interest accrued since the June 2024 bonus.
