During the presentation of the 109 candidates for the Popular Party in the March 17 elections across the eight Andalusian provinces, Moreno advocated for the necessity of a stable government. He drew comparisons with the current situations in other communities like Extremadura, Aragon, and Castilla y León, as well as Spain, where, he claims, a «situation of deadlock and social paralysis» is being experienced.

Without explicitly naming Vox or the PSOE, the popular leader urged voters to choose the PP, describing it as «a capable, truthful team that works all hours of the day with the utmost commitment to Andalusians.» The event, which gathered political representatives and members from all over Andalusia, was marked by an optimistic tone, with the word «illusion» echoing on several occasions.
Moreno also directed criticism at the socialist candidate, María Jesús Montero, suggesting her campaign participation is a mere «formality» as she has not resigned her seat. In contrast, he emphasized the importance of these elections for the future of Andalusia.
The Andalusian president reviewed the achievements of his two legislative terms, highlighting «undeniable economic growth,» the creation of almost 600,000 jobs, records in Social Security affiliations, and a continuous reduction in unemployment. He pledged to continue with tax cuts, a policy that contrasts with that of the central government, which he accuses of «frying» small and medium-sized businesses with taxes.
Regarding public services, Moreno focused on healthcare, a central theme in the PSOE's pre-campaign. He recalled the difficult situation inherited and assured that his government has increased healthcare spending to 16.2 billion euros, as well as investment in education, dependency, and vocational training.
