This initiative arises in response to growing public concern over the proliferation of solar plant projects around the city, especially in areas of high landscape value such as the zone between El Fargue and the Darro Valley, a Site of Cultural Interest.

The proposal is part of the drafting of the future General Urban Planning Plan (PGOM), which will regulate land uses in rural areas and identify areas requiring special protection due to their environmental, agricultural, or landscape characteristics. Recent technical studies have highlighted the uniqueness of enclaves that have maintained an unaltered landscape, with high scenic value views towards Sierra Nevada.
While the PGOM is being approved, the City Council seeks to adopt preventive measures through this motion to prevent the processing of initiatives that could compromise these spaces. The proposal also considers Instruction 1/2025 of the Junta de Andalucía on renewable energies in rural land.
The motion proposes declaring large-scale installations in protected areas incompatible with public interest, allowing only smaller-scale ones intended for self-consumption, as these are considered to integrate appropriately into the environment without generating irreversible impacts.
