This delegation, requested by the council itself, allows it to manage authorizations for actions that develop or execute the aforementioned plan. However, interventions in Assets of Cultural Interest (such as Monuments, Historic Gardens, and Archaeological Zones), as well as their surroundings and general cataloged assets, are excluded from this competence.
Also excluded from this delegation are total or partial demolitions affecting properties individually registered in the General Catalog of Andalusian Historical Heritage or forming part of the surroundings of Assets of Cultural Interest. Works for the installation of telecommunications or renewable energy infrastructures will also not be municipal responsibility.
This delegation of competence is established for an indefinite period. Nevertheless, granted authorizations or licenses must be communicated to the Territorial Delegation in Huelva with historical heritage competencies within a maximum of ten days from their granting. This delegation may request any necessary information and documentation.
The revocation of this delegation could occur if the approved document is repealed, reviewed, or modified without the favorable report from the competent Ministry. Likewise, non-compliance with the plan by the municipality or with the obligation regarding the composition of the Municipal Technical Commission, according to Law 14/2007, of November 26, would also be grounds for revocation.
Any changes in the Municipal Technical Commission will require authorization from the head of the Territorial Delegation in Huelva with historical heritage competencies.
