The Association of Property Owners of Matalascañas Beach has expressed its strong opposition to the council's decision to establish regulated parking on public roads from mid-May until September 30. The main objection lies in the absence of fiscal ordinances to support the collection of these fees, labeling the measure as a "manifest illegality."

The group emphasizes that no Public Administration can demand payments without published and current regulations that govern not only the price but also the rights, obligations, and sanctioning regime for drivers. For property owners, this initiative is "arbitrary, revenue-driven, and harmful," breaking with the traditionally open public space model in Matalascañas.
Furthermore, they criticize that the decision was made "without dialogue and without transparency," bypassing citizen participation processes and mandatory public information and appeal phases. The association recalls that similar initiatives in Almonte previously failed due to "legal deficiencies and lack of technical justification."
The owners' warning goes beyond mere protest, indicating that the execution of the blue zone could lead to personal liabilities for the political and technical officials involved. They mention potential administrative and patrimonial responsibilities for damages to citizens, as well as possible crimes of administrative prevarication or illegal exaction.
The association's legal services are already working on challenging any administrative act related to the blue zone and requesting urgent precautionary measures to halt the action before its May start. Nevertheless, they have called for calm and "prudence" from citizens, advising them to follow legal channels for appeals and resources in the contentious-administrative jurisdiction if fined. The association demands the immediate cessation of the project and the opening of a real negotiation process that respects current legality.
