US Awards $100 Million Contract for Rota Naval Base

Six Andalusian companies will undertake maintenance and modernization of infrastructure at the naval base and other NATO facilities.

The United States Government has awarded a contract valued at up to $100 million to six companies based in Cádiz and Seville for the maintenance and modernization of infrastructure at the Rota Naval Base and other NATO facilities in Spain and Portugal.

This framework agreement, managed by NAVFAC Europe Africa Central, the Naval Facilities Engineering Systems Command, resulted from a public tender that attracted 13 bids. The contract has an initial duration of three years, with the possibility of renewal until 2034 or until the maximum value is reached.
The works covered include maintenance, restoration, modernization, demolition, and construction of new facilities, including port and airport assets. According to NAVFAC, this agreement not only ensures effective support for US and NATO forces but also “boosts the local economy through significant opportunities for the six selected Spanish companies”.

A first order has already been assigned to Sociedad Española de Montajes Industriales S.A. for $4.9 million, intended for the comprehensive renovation of the Pinz bowling alley at the naval base, with completion expected by August 2028. This same firm had previously secured a $15 million contract in March for road repairs and other infrastructure improvements at the base until 2031.
The other five awarded companies in this multiple-award framework contract are Castellano Cobra UTE MACC LEY 18-1982, Constructora San José S.A., Elecnor Servicios y Proyectos, Environmental Chemical Corporation Italy S.R.L. (based in Seville), and UTE MACC Rota 2024. Funding for future work orders will primarily come from Navy Operation and Maintenance (O&M) funds and defense agency contracts for military construction.

The US Navy has expressed confidence that the selected contractors offer the best value. Captain Charles Chmielak, commander of the US Navy at Rota Base, emphasized that “this contract contributes to increasing operational readiness and the quality of life for our community,” ensuring that the priority is to provide the best possible facilities for military personnel and their families.
