The Urban Planning Department of the Chipiona City Council is actively working to unblock the development of Execution Unit number 5, Las Vaqueras, a key urban area with approximately 150 plots. The Urban Planning delegate, Pepe Mellado, explained in a press release the ongoing actions to boost this sector, located at the entrance of the municipality towards La Laguna.
The urbanization process had been affected by the non-payment of fees for some plots, preventing the completion of works and the provision of basic services like water and electricity. Mellado noted that the current image is one of 'abandonment', although the City Council is up-to-date with its own payment obligations.
To resolve this deadlock, Urban Planning has implemented two lines of action. Firstly, unpaid fees are being forwarded to the Provincial Council of Cádiz for collection, initially through compulsory collection and later through executive proceedings.
Concurrently, the department is applying the provisions of Law 7/2021 for the promotion of territorial sustainability in Andalusia (Law LISTA), allowing construction to proceed in parallel with urbanization works. The aim is for property owners to begin their projects as urbanization progresses, preventing individual defaults from blocking the entire sector.
This same approach is being applied to Execution Unit number 4, Los Carneros, located next to Las Vaqueras and facing a similar situation. Mellado indicated that building permits are being granted to property owners who are current with their payments, ensuring that the non-payment by others does not halt the development of both units.
The initiative seeks to progressively promote the urbanization of these sectors within the regulatory framework. Mellado concluded by stating that they will work 'positively', seeking legal agreements and avoiding false promises, for the advancement of the town and the general benefit of the Chipiona residents.
