The municipal ordinance sets the minimum age for riding a PMV at 15 years and stipulates that their use is exclusively individual. Riders will not be permitted to use mobile phones, helmets, or headphones while circulating and will be subject to restrictions regarding alcohol and drugs.
The circulation of electric scooters is prohibited on sidewalks, promenades, and pedestrian areas. In shared spaces, pedestrians will always have priority, and a minimum distance of one meter must be maintained. If crowding prevents this separation, the rider must dismount and continue on foot.
PMVs must be equipped with front and rear lighting, both day and night, and comply with established safety features. They are also prohibited from circulating in areas affected by sporting, cultural, or religious events.
These regulations are supplemented by state obligations, including registration and the mandatory civil liability insurance where legally required.
