The initiative, approved in the ordinary plenary session in March, seeks to end the legal, administrative, and economic uncertainty affecting both residents and the local administration itself. The regulation is based on the Law for the Promotion of Territorial Sustainability of Andalusia (LISTA), which provides the framework for the regularization of these consolidated situations.
The lack of clarity regarding responsibility for the maintenance of roads, sanitation networks, water supply, lighting, and green areas has caused clear harm to residents in these areas. Despite paying taxes for the same concepts as residents in urban centers, they often lack adequate basic services, leading to unfavorable situations in health, environmental, and road safety aspects.
The process for creating this ordinance began in January with a public consultation, which allowed for the identification of existing problems and the evaluation of the need for the new regulation. This initial phase, which complied with Article 133.1 of Law 39/2015, also served to gather opinions from citizens and organizations, fostering public participation in improving the future regulation.
Among the urbanizations summoned are Sitio de Calahonda, Jarales de Alhamar, Doña Lola, Calypso, Riviera del Sol, Miraflores, El Juncal, Torrenueva, Las Mimosas, Los Claveles, Chaparral de la Condesa, Las Adelfas, Esmeralda, Buganvillas, La Cortijera, Las Farolas, El Faro, Moana, Cerros del Águila, La Ponderosa, La Esperanza, Pueblo La Campana, La Sierrezuela, and Campo Mijas, among many others.
