A study by the University of Córdoba has identified a 'rural disadvantage' in bilingual education offerings across Andalusia, showing these programs are concentrated in large municipalities and absent in many rural inland areas.

The University of Córdoba (UCO) has released a study highlighting a significant 'rural disadvantage' in access to bilingual education in Andalusia. An analysis of Primary and Secondary education centers offering bilingual programs indicates they are "much more present in large municipalities and nonexistent in wide rural inland territories."
Over the past two decades, bilingual education has expanded in Spain to enhance foreign language learning, primarily English, and democratize access. However, the unequal distribution of these programs creates disparities among students. The new UCO research builds on previous studies, which linked inequalities to family income and residential area, by examining differences between municipalities based on population size.
The study's authors, Alberto Álvarez, David Gutiérrez, and Juan M. Gómez, along with Carlos Lubián, analyzed over 2,500 Primary and 1,600 Secondary centers in Andalusia. Their clear conclusion is: "the larger the municipality, the greater the likelihood that centers offer bilingual education." The findings, published in the journal 'Journal of Education Policy', suggest an "elitist and 'urban' character" to these programs, part of the Equibil project.
In Primary Education, 41.8% of Andalusian centers offer bilingual education. This percentage rises to 48.7% in municipalities with over 20,000 inhabitants but drops below 20% in towns with fewer than 3,000. A similar pattern is seen in Secondary Education, where 56.1% of institutes are bilingual, increasing to 66.7% in large municipalities and falling to under 25% in smaller ones.
The study also identifies 'blind spots' in school bilingualism, areas where the democratizing policy of foreign language access does not reach. These areas often correspond to rural inland territories such as Los Vélez in Almería; the Sierra de Cádiz; Los Pedroches in Córdoba; the Valle de Lecrín in Granada; the Cuenca Minera of Huelva; large parts of the Sierra de Segura and Sierra Mágina in Jaén; the serranía de Ronda in Málaga, or the Sierra Norte de Sevilla.
The researchers propose a "complex and multifactorial" explanation for this gap. Hypotheses include greater competitive pressure in large municipalities, which seek to differentiate themselves by offering bilingual programs to "attract" students. Furthermore, the wider presence of subsidized private education in urban areas, contrasting with its limited representation in rural zones, exacerbates the disparity, as these centers tend to offer more bilingual programs.
These factors, the researchers note, add to "other existing disadvantages in rural areas regarding education," underscoring the "need to rethink the model of bilingual education programs in Andalusia" to fulfill their objective of democratizing foreign language learning for all students, regardless of where they live.
