The growing popularity of electric scooters in Córdoba has led to an increase in accidents. In just a few years, the city has become the second capital in Andalusia with the most serious accident claims filed against the City Council, according to data from the Andalusian Consultative Council.
Since 2021, the regional body has handled 27 claims related to local administrations. Of these, four are attributed to Córdoba, a significant number when compared to other capitals. Málaga leads with eight incidents, while Seville has the same number as Córdoba, with four.
These cases reaching the Consultative Council are considered serious, involving compensation requests of up to €50,000 from those affected. Until 2024, this amount was €15,000. In total, the Córdoba City Council faces potential sanctions amounting to approximately €200,000.
Complaints filed with the regional body are typically based on road surface defects or other factors on streets under municipal responsibility. Across Andalusia, total compensation in recent years exceeds €1.2 million, although rulings are not always in favor of the claimant.
The Andalusian Consultative Council has clarified that not all normal or abnormal functioning of a public service generates patrimonial liability, only when it is the determining factor of the damage. It recalled that a scooter is a vehicle, and its speed and stability characteristics necessitate a higher level of diligence from the user.
The regional body urges cautious use of electric scooters, a topic of social debate extending beyond Córdoba. The rise in this mode of transport has led to an increase in serious accidents, with the most significant jump in patrimonial claims occurring in the last year and a half.
